Since its outset in 2007, MASC Foundation has supported over 450 CSOs Nationwide, covering all provinces, over 60% of districts and 80% of Municipalities. Over 50% of its beneficiaries have been district and community-based organisations (formal and informal) in diverse areas including Health, Education, Water and Sanitation, Human Rights, Agriculture, Gender, Justice and Extractive industries for over 20 Million USD.
To date more than 12,000 people from 1,000 CSOs have benefited from different types of capacity development and access to information in strengthening the capacity of Mozambique civil society organization and Local Governments. MASC Foundation applies an integrated approach to its capacity development including Training, Mentoring, Technical Assistance and exchange of experiences.
MASC Foundation works to create, consolidate and reinforce initiatives for partners to engage critically and constructively with government, private sector and communities for a purposeful dialogue negotiating a win-win scenario. We have successfully facilitated and brokered neutral spaces for diverse stakeholders around matters such as Peace and Decentralization as well as issues of importance to citizens at community level always focusing on constructive dialogue with government.
The core of MASC foundation work is based on a strong belief in grassroots organizations’ ability to be a part of the solution of governance and socio-economic challenges that Mozambique is facing. Their knowledge of the specific social and cultural contexts creates advantages when local societies are engaged in practical prevention efforts out in the field. Our intervention has been behind support to over 300 savings and credit groups, Village Development Organisations and community-based organisations.
Participatory Local Governance
MASC Foundation has worked for 5 years on its Community Forum Programme throughout the country, with the objective to consolidate citizen’s participation and mobilize local government development resources and initiatives in order to promote a more pluralistic vision and a multi-dimensional strategy for local development.
Good Governance & Integrity
MASC Foundation has been working on supporting the revision and improvement of the performance of the local administrations and leaderships in terms of internal administrative procedures and rules based on recommendations from the citizens and local businesses and within the context of observing the good governance principles.
Peace & Social Cohesion
MASC Foundation provides field research, training, and advice to government leaders, intelligence, police, defense, international organizations, and civilians on the core areas of P/CVE and counterterrorism. We also facilitate the building of partnerships between governments, NGOs, civil society and sub-national actors and to capture the numerous locally led efforts to build community resilience through the use of alternative narratives and community-based initiatives.
Local Economic Development
MASC Foundation has started the process of policy-formulation and implementation; the preparation of the local government long-term strategic economic planning documents, promotion materials, networking; provision of international expertise to the local government. For 5 years Masc foundation has gathered and disseminated good practices of civil society organization, local government and their socio-economic partners; the online data base includes more than 100 practices. MASC Foundation serves as an incubator for innovative practices around governance work.
MASC Foundations work on strengthening the spaces for dialogue revolves around building the capacity of both the ‘demand’ and the ‘supply’ side. We offer training and technical support to local government as well working with both sides to overcome fundamental problems of trust and coordination. Our approach is not primarily about developing a demand side to become strong enough for a head-to-head with the supply side but rather it’s about mobilizing actors from different sides to work on solutions that are adapted to local preferences and ways of doing things.
